Building Energy Efficiency Plan
According to Law 4342/2015, Article 7, Exemplary role of buildings belonging to public sector (article 5 and article 20 par. 5 of Directive 2012/27/EU), Par. 12, with the responsibility of the mayors, a Building Energy Performance Plan is elaborated for all buildings belonging to the municipality, which contains specific goals and actions to save energy and improve the energy efficiency of the building stock. The plan is revised every two (2) years and is submitted to the Ministry of Environment and Energy.

Designed to meet the requirements of Law 4342/2015, the EPPB involves detailed data collection, meticulous analysis, and prioritization of municipal buildings to apply energy-saving measures and efficiency enhancements. We closely collaborate with municipalities to create these comprehensive plans, analyzing the primary data of the municipal building stock and the energy consumption of each property.
Our detailed assessment allows us to propose appropriate energy upgrade strategies for each building, considering factors like existing energy issues, the importance of the building’s preservation, and the building’s potential impact on the wider urban environment. A comprehensive technical report outlining the recommended actions and expected outcomes is provided. Additionally, we have developed a digital platform to streamline the process, allowing for efficient data input and analysis and easy generation of the EPPB technical report. Training services are also provided to familiarize interested parties with using the platform.
Under Law 4936/2022, we guide municipalities through the development of MERPs aimed at reducing greenhouse gas emissions. Our role includes assisting in primary data collection to record and evaluate the energy consumption of all the activities under a municipality’s jurisdiction. We then calculate the carbon footprint and establish realistic reduction targets for 2025 and 2030.
We also assist in identifying, prioritizing, and recording effective climate change mitigation measures to help the municipality meet its intended reduction goals. As with the EPPB service, a thorough technical report detailing the carbon footprint, planned mitigation measures, and expected outcomes is provided. This report is submitted to an independent accredited body for verification. We also provide a user-friendly digital platform for streamlined data analysis, report generation, and necessary training for its use.
As part of the European Commission’s Covenant of Mayors initiative, the SECAP service supports local authorities in implementing sustainable energy and climate policies. We work closely with municipalities to collect and analyze data about the activities within their geographical and administrative boundaries. This information enables us to quantify greenhouse gas emissions and determine the most representative emission factors per emission category.
The SECAP report delivered to the municipality includes a detailed carbon footprint, an assessment of climate risks, and a strategic action plan for reducing greenhouse gas emissions and adapting to climate change. This service is rounded off by entering the collected data, and it results into the Covenant of Mayors platform, thus maintaining transparency and facilitating international recognition for the municipality’s climate and energy action efforts.

The service is aimed at:

The company Envirometrics S.A. undertakes, always in collaboration with the Municipality, the collection of the primary data (Municipal building stock as it appears on the actual tax declaration, as well as the energy consumption of the properties under study). Then the correctness of the data is checked, and the findings are analyzed. Furthermore, the municipality’s properties are prioritized, based on criteria, such as the problems (both energetic and non-energetic) faced by the specific buildings, the importance of the contribution of their energy upgrade for their protection and promotion and the importance of the contribution of their energy upgrade to the upgrade of the wider urban environment of the Municipality.
For the buildings qualified from the previous stage, radical or partial retrofitting scenarios are proposed and finally the most attractive ones from both an energy and techno-economic point of view are selected. Finally, the Municipality receives a full technical report with a detailed description of the abovementioned concept and a presentation of the results.
Having acquired expertise in the preparation of Energy Performance Plans for Buildings and for the convenience of interested parties (Municipal Technical Services, consultants, external partners, etc.), the company Envirometrics S.A. has developed a software – digital platform – where each user can provide the primary data as an input and receive both the data analysis and the EPPB technical report as a deliverable. The specific platform is user-friendly and allows supervision of the data analysis at every stage, through tables, graphs and also interactive messages for possible errors, missing data etc. The company uses this digital tool for its own projects but can also provide training for interested third parties.
