Sustainable Energy and Climate Action Plan

The Covenant of Mayors was developed by the European Commission in 2008 to promote and support efforts by local authorities to implement sustainable energy and climate policies. In order to translate their political commitment into concrete measures and projects, the signatories of the Pact undertake mainly to draw up a Baseline Emissions Inventory and to submit, within one year from the date of signing the Pact, a Sustainable Energy and Climate Action Plan (SECAP) in which the main actions they plan to undertake are described. The plan is revised every two (2) years through a monitoring report on the progress of the actions to fulfill the objectives of the Municipality and is submitted to the digital platform of the Covenant.

The signatories of the “Covenant of Mayors for Climate and Energy” have many reasons to join the movement, the main ones being:

Designed to meet the requirements of Law 4342/2015, the EPPB involves detailed data collection, meticulous analysis, and prioritization of municipal buildings to apply energy-saving measures and efficiency enhancements. We closely collaborate with municipalities to create these comprehensive plans, analyzing the primary data of the municipal building stock and the energy consumption of each property.

Our detailed assessment allows us to propose appropriate energy upgrade strategies for each building, considering factors like existing energy issues, the importance of the building’s preservation, and the building’s potential impact on the wider urban environment. A comprehensive technical report outlining the recommended actions and expected outcomes is provided. Additionally, we have developed a digital platform to streamline the process, allowing for efficient data input and analysis and easy generation of the EPPB technical report. Training services are also provided to familiarize interested parties with using the platform.

Under Law 4936/2022, we guide municipalities through the development of MERPs aimed at reducing greenhouse gas emissions. Our role includes assisting in primary data collection to record and evaluate the energy consumption of all the activities under a municipality’s jurisdiction. We then calculate the carbon footprint and establish realistic reduction targets for 2025 and 2030.

We also assist in identifying, prioritizing, and recording effective climate change mitigation measures to help the municipality meet its intended reduction goals. As with the EPPB service, a thorough technical report detailing the carbon footprint, planned mitigation measures, and expected outcomes is provided. This report is submitted to an independent accredited body for verification. We also provide a user-friendly digital platform for streamlined data analysis, report generation, and necessary training for its use.

As part of the European Commission’s Covenant of Mayors initiative, the SECAP service supports local authorities in implementing sustainable energy and climate policies. We work closely with municipalities to collect and analyze data about the activities within their geographical and administrative boundaries. This information enables us to quantify greenhouse gas emissions and determine the most representative emission factors per emission category.

The SECAP report delivered to the municipality includes a detailed carbon footprint, an assessment of climate risks, and a strategic action plan for reducing greenhouse gas emissions and adapting to climate change. This service is rounded off by entering the collected data, and it results into the Covenant of Mayors platform, thus maintaining transparency and facilitating international recognition for the municipality’s climate and energy action efforts.

The Consultant undertakes, always in collaboration with the Municipality, the collection of primary data in order to capture and evaluate the activities that take place within the geographical and administrative boundaries of the Municipality both from an energy and environmental point of view.

Next follows the choice of calculation methodology based on the availability of primary data and the appropriate emission factors per emission category are selected to be the most representative. In addition, the base year is selected which will be used to compare the coming years.

In general, the methodology followed to determine greenhouse gas emissions is based on the widely recognized GHG Protocol Corporate Accounting and Reporting Standard. This standard specifies all the principles and requirements at the organization level for the quantification and recording of greenhouse gas emissions. It includes the requirements for planning, developing, managing, recording and quantifying the carbon footprint. In addition, the Corporate Value Chain (Scope 3) Accounting and Reporting Standard is used as well as the relevant instructions provided by the GHG Protocol.

Finally, the SECAP report received by the Municipality contains the calculation of its carbon footprint, the assessment of climate risks, as well as measures to reduce Greenhouse Gas emissions and adapt to climate change. The service is completed by entering the data and results into the Covenant of Mayors platform.
